St. Tammany Fire Protection District No. 4 (STFPD4) and its Board of Commissioners were established on January 16, 1958 by joint resolution between the town of Mandeville and the St. Tammany Parish Police Jury. As prescribed by LA Rev Stat § 40:1506, the Board of Commissioners is composed of five appointed resident representatives whom elect a chairman annually. The Board of Commissioners conduct their regular meetings on the third Tuesday of each month at 6:00 pm in the main classroom of the STFPD4 Training Center located at 1801 North Lane, Mandeville, LA 70471. Rick Danielson grew up in St. Tammany Parish and graduated from Mandeville High School in 1988. After finishing graduate school, Rick was commissioned in the United States
Air Force, serving our country for over nine years on active duty.
Rick is a financial advisor and business owner in Mandeville. He served for two terms as Councilman-at-Large for the City of Mandeville. He also serves on the Board of Commissioners for Recreation District #1 / Pelican Park and is a board member for the St. Tammany Chamber of Commerce, and Lakeview Hospital. Rick is a graduate of Leadership St. Tammany and has been an active member of the Mandeville Kiwanis Club for 20 years.

Darryl Taylor is a lifelong resident of Mandeville. He graduated from St. Paul’s School and received a BA in Marketing from Southeastern Louisiana University. For more than
40 years he has worked in business.
He and his wife of 31 years, Renee, have three children. Mr. Taylor is a member of Mandeville Bible Church, has served on the boards for Keep Mandeville Beautiful and the Mandeville Family Reunion, as a publicly elected member of the Republican Parish Executive Committee (RPEC) 2000-2004, volunteer coached and umpired for the 4th Ward Recreation Association, volunteer coached with Pelican Park, and is a member of the Tri-Parish Officials Association.

Earl Gorrondona was born in New Orleans and graduated from Jesuit High School. He received a BS in Accounting from the University Of New Orleans. He retired as a District
Chief from the New Orleans Fire Department to serve as the Fire Chief in Fire District #4 in Mandeville.
He is a Graduate of the prestigious Executive Fire Officer Program from the National Fire Academy in Emmitsburg, Maryland. He is also a Graduate of Leadership St. Tammany – West. He served on the Louisiana Firefighters’ Retirement Board and the St Tammany Parish Communications District #1’s Board.
He and his wife of 58 years, Barbara, have 3 children, 11 grandchildren, and 2 great grandchildren. Earl currently is employed as a part-time Instructor for LSU’s National Center for Biological Research and Training.

Roy Viger is a father of three children, resident of Mandeville for the past 12 years, where all his kids are part of the Mandeville school system.
Roy originally found his trade as a Certified Public Accountant working in public accounting but soon after transitioned to healthcare management.
He is now the Owner/CEO for Lake Wellness Center, Steps Recovery Solutions, and CrossFit Francos.

Marlaine Peachey

Ms. Peachey was born in New Orleans. She attended St. James Major High School and then studied Business Administration at Loyola University. She has been employed as the
Executive Assistant to the Mayor of the City of Mandeville since 2000.
Ms. Peachey is the Conference Coordinator and a Past President of the Louisiana Association of Municipal Secretaries and Assistants (LAMSA). She has served on the Board of the Louisiana Municipal Association, is a graduate of Leadership St. Tammany, and Chairman of the Southern Christian Writers Guild.
She has three children and seven grandchildren. Ms. Peachey has been a resident of Mandeville since 1975.
